  • Lead applicant and proposed sub-performers are not a foreign entity of concern or foreign country of concern, as those terms are defined in 15 C.F.R. 231.104 and 231.102, respectively.
     
  • The lead applicant and proposed sub-performers proposed in this program are not banned from doing business with the U.S. government. They are not debarred, suspended, or otherwise excluded from receiving an award by the Federal Government or otherwise prohibited by Presidential Executive Order or law from receiving an award from the Federal Government as listed in Sam.gov.
     
  • You attest that to the best of your knowledge and belief no Federal appropriated funds have been paid or will be paid to any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress on the lead applicant’s or sub-performers behalf in connection with the making of an award under this CFP.  
     
  • You understand those selected for awards will be required to undergo vetting per the NSTC membership process and enter into a membership agreement with NSTC at the time of award.
     
  • You confirm that no funds proposed in this application will be used for construction costs, commercialization, or the acquisition or lease of real property.
     
  • You understand awardees under this program may be required to provide access to records for examination, audit, investigation, or inspection by Natcast, the Department of Commerce, a third party retained by the Department of Commerce, the Department of Commerce Office of Inspector General, or the Comptroller General, and that this requirement continues to apply for three (3) years after the final award payment, unless otherwise required by law.  
     
  • You understand this application may be shared with Federal agencies and any parts of a proposal shared with Federal agencies may be subject to requests under The Freedom of Information Act (5 U.S.C. § 552). You are encouraged to mark as confidential any part of a proposal that you believe is confidential, such as trade secrets or privileged or confidential commercial or financial information.
     
  • You understand those considered for award negotiation will be required to undergo a Research Security Review and be prepared to implement a Research Security Plan.
